PPP: Romney Takes Slight Lead

Mitt ROMNEY has taken the top spot in a new Public Policy Polling
(PPP) survey released tonight, after trailing in the firm's last two
polls.

Romney beats Rick SANTORUM 39 percent to 37 percent -- within the
margin of error -- in the Democratic firm's poll taken Sunday.

"Momentum in Michigan is completely on Mitt Romney's side," said PPP
President Dean DEBNAM. "He's amassed a large lead with absentee voters
and it will take a huge turnout on Election Day from Santorum voters
to overcome that."

Ron PAUL had 12 percent and Newt GINGRICH had 8 percent.

In PPP's last poll taken between Feb. 17 and 19, Santorum led by 4
points, within the margin of error, 37 percent to Romney's 33 percent
(See "Romney Makes Up Ground In New PPP Poll," 2/20/12). That was a
turnaround from Santorum's previous 15-point lead earlier this month,
although the firm has since adjusted its polling sample.

Romney has been leading in several recent polls, although some are
within the margin of error (See "Debate Boosts Romney In New
MIRS/Mitchell Poll," 2/24/12).

While only 16 percent of Michigan voters say they've already cast
their ballots, Romney has a 62 percent to 29 percent advantage over
Santorum with that group. Santorum actually leads Romney 39 to 34
percent with those who are planning to cast their votes on Tuesday,
but PPP said he would need to win Election Day voters "by even more
than that to neutralize the advantage Romney's built up."

Romney's key base of support in Michigan, as it has been many places,
is seniors. He has a 50 to 34 percent advantage with them. Since most
of those who have already voted fall into the over 65 category, that's
a big part of why he has such a large lead with that group.

It looks as though Romney's ad assault has had a clear impact.

"The last week of the campaign in Michigan has seen significant damage
to Santorum's image with GOP voters in the state," PPP notes in its
analysis.

Santorum's net favorability in Michigan declined 29 points in the last
week from +44 (67/23) to now only +15 (54/39). PPP reports that in its
poll two weeks ago, Santorum's net favorability was 34 points better
than Romney's. Now Romney's is five points better than Santorum's.

Interestingly, negative attacks on Romney have had no negative effect
with his favorability steady at +20 (57/37).

"One place Santorum may have hurt himself in the last week is an
overemphasis on social issues," PPP writes.

Voters were asked if they cared more about the economy or social
issues. The economy clocked in with 69 percent, whereas social issues
netted 17 percent. Not surprisingly, with voters more concerned about
economic than social issues, Romney leads Santorum 45 to 30 percent.

PPP surveyed 421 Republican primary voters, and the margin of error is
4.8 percent.

Romney Up 8% In Foster Poll
Mitt ROMNEY has 39 percent to Rick SANTORUM's 31 percent in a poll
taken Thursday after the CNN debate.

The poll was done by Foster McCollum White & Associates and Baydoun
Consulting. Newt GINGRICH and Ron PAUL had 9 percent apiece with 12
percent undecided.

The survey broke down the race by congressional districts, which is
how 28 of Michigan's 30 delegates will be awarded.

Romney leads in 10 districts: 3rd, 4th, 5th, 6th, 8th, 9th, 11th,
12th, 13th and 14th. Santorum is leading in three districts: 1st, 2nd
and 7th. The 10th District is within the margin of error.

Only 5 percent of likely voters in the GOP primary are Democrats, with
PPP observing that their impact looks to be small.

The automated poll of 2,264 respondents had a margin of error of 2.1 percent.
